Jeff spent high school traveling with his stepdad, who had to move around because of his military work. Jeff graduated as a military brat from Rantoul High School. He also received a degree in veterinary medicine from Colorado State University and graduated in 1989. He had the opportunity to work as an animal welfare officer, giving him a lesson on strong animal welfare ethics at the time he was still in college.

In 1990, Dr. Jeff founded Planned Pethood Plus as a low-cost clinic. This animal health practice is designed to significantly reduce the overpopulation of pets and the suffering of companion animals by offering affordable common sense veterinary medicine to all.
